The Estonia Passenger Locator form is basically a new international travel document which all visitors must fill out before landing in Estonia. This document is made to have control over foreign entry to the country even if some health condition occurs. If a person has an illness before their arrival into the Baltic Sea area, they are required to apply for a special entry clearance card. This card will allow them entry to the country and enable them to pay all fees. It also allows them to change their name on their flight and other documents as well as arranging onward travel within the country.
